Customs General Administration releases new batch of facilitation measures for customs clearance

The General Administration of Customs recently issued the "Notice on Further Optimizing Customs Clearance Procedures to Enhance Trade Facilitation," introducing multiple measures aimed at improving the business environment at ports and promoting high-quality foreign trade development.

Key Measures

1. Simplify declaration: Implement a "two-step declaration" model, allowing enterprises to submit summary declarations for cargo release first, then complete full declarations within the specified timeframe, significantly reducing customs clearance time.

2. Expand self-declaration and self-payment scope: Extend the self-declaration and self-payment model to more product categories, allowing businesses to declare and pay taxes independently to improve customs clearance efficiency.

3. Optimize inspection mechanisms by implementing an "Intelligent Selection" system. This approach enables risk-based precise deployment, reduces inspection rates for normal cargo, and minimizes disruption to businesses.

4. Advance electronic documentation: Widespread adoption of e-bills of lading, e-invoices, and other digital documents to enable paperless customs clearance and reduce business costs.

Enterprise Impact

These measures will significantly reduce enterprises' customs clearance costs and time, with average clearance times expected to decrease by over 30%. Shenghe International Logistics recommends that customers stay informed about new policies and fully leverage facilitation measures to enhance logistics efficiency.
